Meet Our Instructors

David’s main responsibility at NHTSA was the development and revision of formal Emergency Medical Services clinician education. As a certified FAC-COR 2, he led the implementation of the EMS Education Agenda: A Systems Approach and related projects – National EMS Core Content, National EMS Scope of Practice Model, and National EMS Education Standards – and their revisions.

Other responsibilities at NHTSA included representing the agency on dozens of national committees to promote post-crash care, and EMS clinician and ground ambulance safety. Additionally, he is a nationally recognized subject matter expert for first responder education and safety when responding to lithium-ion battery events, automated driver system incidents, and emergency scenes requiring deployment of Traffic Incident Management (TIM) principles.

David is also a Life Member of the Fairfax Volunteer Fire Department in Fairfax City, VA. Since joining in 1989, he has served in all ranks and capacities including Fire Chief from 2012-2023.
